As part of this growing status the city is developing at a fast rate and this brings a large programme of major transport investment, including many interesting and challenging new proposals for the city; recent examples include the £126m East Leeds Orbital Route and the transformational closure of City Square to through traffic. Leeds continues to be a key player in the development of innovative transport approaches such as active travel and bus infrastructure, and is expected to play a major role in the development of the forthcoming West Yorkshire Mass Transit. Leeds has also adopted the Vision Zero approach and is committed to making transformational and innovative changes to road safety.
Essential to these ambitious plans is an effective approach to the safe use and regulation of the highway network both on new works and within our local communities. Traffic Engineering section plays a vital role in driving this work through its annual road safety and traffic regulation programmes, as well as developing a key understanding of local concerns to support and shape the development of major projects and transport strategies.
To meet these demands Leeds City Council is seeking an experienced traffic engineering professional to help drive delivery and service improvement and to help lead the Traffic Engineering team across these challenging and competing demands. Successful candidates will have a track record of delivery and achievement as well as working in a large multi-disciplinary directorate and alongside key partners to ensure the highway network is efficient, inclusive and safe.

As Traffic Engineer, you will bring to the role:
- Practical knowledge of the use and application of traffic engineering techniques and processes.
- Practical knowledge of programme and project management techniques and procedures.

About the role
The successful applicant will work as part a team of traffic engineering professionals in developing and delivering traffic and road safety engineering solutions to a complex mix of local and strategic issues, reporting to one of our Principal Traffic Engineers. This role includes engagement and consultation with ward councillors, communities and stakeholders as well as representing the service in public meetings. This role will expect good levels of communication and analytical skills as well as a background in highway engineering and an understanding of current legislation and guidance related to the role.

Job description
Job purpose: To deliver road safety schemes and associated Traffic Regulation Orders from conception to completion, under supervision. Working as part of the Traffic Engineering team to deliver annual works programmes to help address both local concerns and more strategic casualty reduction targets whilst contributing to Leeds City Council and wider West Yorkshire ambitions.
The postholder will act as a custodian of electoral wards within Leeds from a general enquiry perspective including dealing with elected members; provide advice to other services whilst promoting and delivering positive solutions to achieving diversity and equality. The postholder will be accountable for their own safety as well as the safety of staff, service users and contractors in accordance with council health and safety policies.
Responsibilities
- Dealing with general Traffic Management issues as they arise using an objective and evidence based approac
- Carrying out individual scheme designs from conception to completion to an agreed programme, including supervision of staff on site as needed.
- Checking designs, quantities and estimates for projects which are to be implemented by the service.
- Preparing as required (with assistance) contract documentation as required.
- Supervision of works and the monitoring of schemes.
- Ensuring the requirements of all relevant health and safety regulations and guidance are met for each individual scheme.
- Preparing and presenting reports in a variety of formats.
- Dealing with enquiries from the general public and elected members including liaising with community representatives and groups as required.
- Supporting the development of staff within the team.
- To be accountable for the safety of staff, service users and contractors in accordance with the Council and Directorate’s Health and Safety Policy.

Qualifications
HNC/D, equivalent level qualification and/or equivalent experience relevant to the duties of the post is essential.
Essential requirements It is essential that the candidate should be able to demonstrate the following criteria for the post. Candidates will only be shortlisted for interview if they can demonstrate that they meet all the essential requirements.
- Understanding and knowledge of highway design and road safety engineering planning practice and procedures.
- Demonstrable experience in design and delivery of traffic engineering schemes, including road safety investigations and analysis.
- A minimum of 2 years traffic engineering experience in local Government or consultancy.
- Knowledge of road safety investigation and traffic engineering analysis requirements.
- Knowledge of Traffic Regulation Order procedures.
- Knowledge of the relevant techniques for the evaluation and monitoring of highway and traffic schemes and road safety interventions.
- Experience in the use of CAD software to produce technical drawings.
- Experience in the use of computer software including relevant specialist CAD systems and presentational software including GIS..
- Experience of producing technical reports.
- Experience of delivering services to meet customer needs.
- Experience of working effectively with others to deliver multi-disciplinary projects.
- An ability to meet deadlines.
- Ability to interpret and put into practice corporate visions and values.
- Ability to improve service quality and support culture that drives up standards and performance.
- Ability to communicate and present key issues clearly and succinctly in writing and verbally.
- Hold a full current driving licence.
Understanding and practical experience of the use of analytical approaches to problem solving to deliver projects.
